Importation and Transportation of
Firearms and Ammunition into Malaysia for the AustralAsia 2010,
Johor.
The official method of importing /
transporting firearms and ammunition into Malaysia for the
Australasia 2010 in Johor is through `CHECKED BAGGAGE’ (via
airlines).
Definition of Checked Baggage
- Baggage which have been taken into the airline’s custody and
for which they have been issued a Baggage Identification Tag
and/or Baggage Check and travels in the hold of the aircraft.
Firearms and Ammunition General
Regulations (for Checked Baggage)
- No firearms and ammunitions except for the sole
purpose of this match be accepted be imported into Malaysia.
- Firearms or objects that can be used as weapons may only be
transported in checked baggage.
- Firearms must be suitably packed
to resist breakage and shocks (standard firearms case).
- Firearms
and ammunition must be packed in its own case, separately from
competitors’ personal effects and be surrendered to airline staff
upon check in.
- Firearms must not be loaded.
- As at to date,
IATA’s guideline limiting 5kg of ammunition per competitor
(passenger) still applies. Additional required ammunition may be
purchased from the match organizer (please refer to `Item 5
-Purchase of Ammunition’).
- Ammunition and firearms may not be
taken into the passenger cabin.
- Ammunition with exploding or
fire-producing bullets is excluded from transport.
- Ammunition
must be safely packed in cardboard or wooden boxes (manufacturer's
original packaging) or other packaging that is specifically designed
to carry small amounts of ammunition. Firearm magazines/clips for
packing ammunition are not allowed.
- Loose ammunition is not
allowed.
- It is advisable to use tape or rubber bands to ensure
the ammunition boxes stay closed, even if they snap.
- Checked baggage must be locked.
- Firearm cases must be
locked and duly presented for inspection upon request.
- It is the
competitors’ responsibility to ensure that import/export regulations
of all relevant country from embarkation to final destination be
complied with.
- Competitors are strongly advised to hang on to
their baggage tags, especially those of their firearms and
ammunition.
The Journey (travelling with firearms
and ammunition)
- Competitors are strongly advised to check with their airline
or travel agent Ammunition to see if firearms and ammunition is
permitted in checked baggage. In addition, matters such as
limitations or fees should also be asked.
- IMPORTANT:
Competitors are reminded that airlines and / or pilots do have
the right to refuse carrying baggage for reasons stated in their
respective regulations which usually regard to safety and
security.
- Malaysia’s budget airline,
Air Asia
is currently unable to
permit firearms and ammunition in the hold of its aircrafts
which lack the required suitable storage compartment. The
Malaysia’s Department of Civil Aviation (DCA) has recently
encouraged budget airlines to equip their aircrafts with such
facility but as of to date (October 2009), none has taken any
action.
- Competitors are responsible in ensuring all the necessary
permits and documentation for the transportation of firearms and
ammunition out of (and back into) their country of origin (or
point of departure) and throughout the journey (especially if
the journey passes through several countries).
- The match organizer shall be responsible in preparing the
necessary permits to bring the firearms and ammunition into
Malaysia (Johor).
- IMPORTANT: All
firearms and ammunitions will be cleared at point of
destination, the Senai International Airport, Johor. No
clearance will be carried out at other airports, ports or point
of entry including the Kuala Lumpur International Airport
(KLIA). Therefore, competitors are strongly advised to check in
from their point of departure (country of origin) together with
their firearms and ammunitions (as checked baggage) ticketed all
the way through to Senai International Airport, Johor.
- Since the number of major international airlines which serve
direct flight to Senai International Airport, Johor are limited,
many competitors are expected to transit at the Kuala Lumpur
International Airport (KLIA).
- IMPORTANT: In order
for the competitors, their firearms and ammunition to be
ticketed all the way through to Senai International Airport,
Johor; IATA requires that the whole journey from point of
departure (Country of Origin) to point of destination (Johor)
including transit (at KLIA) to be completed within 24 hours.
- During check in at point of departure, competitors
MUST DECLARE their
firearms and ammunition to the airline. This is important
because firearms and ammunition in checked baggage shall be
handed over to the respective airport’s security throughout the
journey. Security units between airports will be in constant
communication to ensure that the movement of the firearms and
ammunition are tracked and to ensure that they reach the
intended point of destination where proper clearance will be
carried out. (Therefore, it is almost impossible that the
firearms and ammunition end up at the conveyor belt where
passengers collect their regular baggage and leave the airport
without proper clearance). There will be no fees for handling of
these firearms during transit at KLIA by the airport security.
Other airports may impose certain fee or have different
treatment and procedures which will not be the responsibility of
the match organizers.
- IMPORTANT:If
competitors choose to `break their journey’ in Kuala Lumpur and
continue their journey to Johor a few days later, they MUST
inform the KLIA security. The latter will be required to store
the firearms and ammunition at the airport armory until such
time when the competitors continue their journey. For this, the
competitors will be charged USD30 for
storage and handling per day per firearm. The same charges
applies if competitors break their journey in Kuala Lumpur on
their way back after the match.
- Upon arrival at Kuala Lumpur International Airport, all
competitors with only their accompanying hand luggage shall
proceed the arrival hall where there shall be met by a match
representative. The representative shall assist and direct
competitors through immigration and have their passport stamped
before exiting the arrival hall. Please immediately proceed to
the 5th floor of the same terminal building to check in for your
connecting domestic flight onto Johor Bahru. All competitors’
checked luggage, firearm and ammunition will be handled by
airport staff and be put on their connecting flight.
- Upon arrival at the Senai International Airport, Johor,
liaison officers assigned by the match organizer will be
standing by with the firearms and ammunition import permits to
assist with the clearance. Firearms and ammunition clearance
will be carried out by Malaysian Police, Airport Security and
Custom. It is recommended that a travelling group appoint a
representative to act on their behalf to be present throughout
the clearance process..
- The cleared firearms and ammunition will be tagged,
escorted and transported directly from Senai International
Airport, Johor to the match range (about 50 minute drive) for
safekeeping. The competitors on the other hand shall be provided
transportation to respective hotel.
- Competitors may appoint a representative to import or
export their firearms with the proper documentation.
- Firearms without proper documentation or not have their
correct firearms details submitted to the match organizers
during the online match registration, will be detained by the
Malaysia Customs and only returned to their owners upon existing
the country. USD30 charge for handling and storage, per firearm
per day applies.
- Ammunition imported solely without accompanying firearm is
strictly prohibited. Offenders will be dealt with by the law.
- IMPORTANT: Firearms and ammunition
are NOT allowed to be kept at the hotels.
Tax on imported firearms and ammunition
- Imported equipment, spare parts, firearms and first 1000
rounds of ammunition per passenger, for sporting purposes are
tax exempted.
- Amounts of ammunition exceeding the limit shall be deemed
imported for commercial purpose and taxed accordingly.
Prevailing tax stands at 45% of retail price..
Purchase of Ammunition
- In view of the ammunition limit set by the IATA (maximum 5kg
per competitor), the organizer have arranged to make official
match ammunition available for purchase. Competitors must inform
the match organizers of their ammunition requirements during
registration submission.
- Limited number of ammunition will still be available for
purchase at the range during the match.
Disclaimer / Reminder
- Carriage of ammunition is subject to ICAO and IATA Dangerous
Goods Regulations and prevailing national and international
security regulations.
- Checked Baggage will be carried on the same aircraft as the
competitors, unless for safety, security or operational reasons
it was decided that the Checked Baggage need to be carried on
another flight on which space is available. In such event,
competitors shall be entitled to compensation for delay to the
extent provided in the Convention or otherwise in the Conditions
of Carriage; unless the reason the Baggage could not be carried
on the flight was due to late check-in or other factors within
competitors’ control.
- All firearms and ammunition carried as checked baggage
MUST
BE DECLARED.
- Regulations by the governments, shippers and airlines change
periodically. It is best to check regularly or contact the
relevant embassies.
- Airlines are not compelled to observe IATA recommendations,
and they may refuse to accept any firearms and ammunition for
carriage.
- This article / guidelines have been prepared by the
organizer to the best of its knowledge (at point of writing)
pertaining to the transportation / importation of firearms and
ammunition into Malaysia for the coming Australasia 2010.
Competitors are strongly advised to continuously check with the
relevant parties to confirm the prevailing policies.
